If your certificate is not from these countries, then its recognition depends on the country of origin.
Applicants with non-EU higher education entrance qualification (exceptions: Graduates of the "Studienkollegs bei den Bayerischen Fachhochschulen" and graduates of German Schools outside of Europe offering the "Abitur") need to take the test for academic studies TestAS or the scholastic assessment test SAT.
